Most programs overinvest in one dimension. Mandates create will without belief. Inspiration creates excitement without execution. Training creates capability without commitment.
Design for all three
The framework gives leaders a practical way to diagnose friction. If people understand the case but do not act, examine incentives and accountability. If compliance is high but energy is low, reconnect the work to purpose and agency. If enthusiasm is strong but results are inconsistent, invest in role-specific learning and practice.

Scale through the system
These conditions cannot depend on a few charismatic leaders. They must be reinforced through governance, talent systems, manager routines and the daily experience of work. When will, excitement and skill advance together, transformation stops feeling like an additional program and begins to become the way the enterprise operates.
